Amfanin gwamnati, musamman ta siyasa shine samar da farin ciki a cikin mutane masu rinjaye a gari. Ma’ana, ana iya gane rashin ingancin gwamnati idan aka samu akasin haka.
Wasu masanan gwamnati, masu suna David Easton da Martins, sun bayyana gwamnati a matsayin na’aura (system and sub-systems) wacce take da alaqa da bangarori da dama na alkarya (environment).
