TAMBAYA: Menene shari’a tace akan wasu gwamnatoci da suke amfani da kudaden jihar domin ciyar da mutane lokacin Ramadan, ko kuma su biya wa mutane aikin Hajji, ko Jerusalem.

Dukiyar Baitul Mali (treasury) ta dukkan ‘yan kasa/jaha ne. Amanar tasarrufi a cikinta ya rataya akan shugaba bisa dokar kasa/jaha. Ba hakkin gwamnati ba ne biyan kujerun hajji ga ‘yan kasan ta ko ciyar da su a cikin ramadana. Wannan wajibin kowane musulumi ne a karan kansa idan yanada ikon yin hakan.

Tasarrufi a cikin dukiyar gwamnati wajen hidima ga al-uma yanada sharudda kamar haka:

1) Bin doka da oda cikin kashe dokiyar kasa/jiha, a kan tafarkin adalci da dai-daito.
2) Kashe dokiyar gwamnati cikin abinda yafi muhimmanci da amfani ga al-uma.
3) Kashe kudade a cikin abinda aka yi kasafi domin sa.

Lura da wadannan sharudda, idan gwamnati ta yi kasafi da hidimar ciyar da talakawa a cikin ramadana, ko biyan kujerun hajji, kuma anbi dukkan tsarin da ya dace wajen yin hakan, ba tare da wariyaba, ko nuna bambanci, to, babu laifi a cikin haka. Matukar gwamnatin bata bar muhimman abu-buwa abaya ba, kamar tsaro, ilimi, da lafiya. A irin
wannan yanayi, wajibin gwamnati ne ta ciyar kuma ta biya kujerun aikin hajji, don ya shiga cikin kasafi, kuma akwai halin.

Amma ma’aikatan gwamnati, kamar jami’an lafiya, jami’an ma’aikatan alhazai, ‘yan jarida, malamai, jagororin mahajjata da sauransu, dawainiyar su tana kan gwamnati, a cikin ko wane yanayi.

Bai halatta gwamnati ta kashe dukiyar kasa/jiha ba ga aikin hajji ko ciyarwa don Kyautatawa magoya bayanta, kamar ‘yan siyasa, ‘yan baranda siyasa, sojojin baka da sauransu. Dukk wanda aka ciyar ko ya yi aikin hajji ta irin wannan hanya, malamai sun ce aikinsa bai inganta ba, kuma yin hakkan bata dukiyar gwamnati ne, sannan mai yin hakan sai ya biya wannan dukiya a ranar kiyama.

A takaice, gwamnati za ta iya ciyarwa a cikin ramadana kuma ta biya kujerun hajjin (Musulmi/Kirista) idan a kwai kyakkyawan tsari na gaskiya da adalci, da yardan al-uma sannan kudaden da za’a kashe ba zai cutar da kasar/jihar ba.

Subhana Lillah! Yin jima’i da rana a cikin ramadana laifi ne mai girma da ya shafi matan da mijin baki daya, kuma keta alfarman ramadana ne, yin haka sabawa Allah ne, wajibe ne ku Tuba zuwa ga Allah.

Wannan saduwar ta bata azumin su (matan da mijin baki daya), sannan za su cigaba da kamun baki, kuma za su rama wannan azumin. Kaffara ta wajaba akan wannan mijin.

Amma matar babu kaffara akanta saidai inda da biyemasa ba akan tilasba. To, itama za tayi kaffara, don ta mika kanta zuwa ga sha’awarta. Amma idan ya tilastamata ko ya tursasamata, to, babu kaffara akan.

Allah she ne mafi sani.

TAMBAYA: Shin Dagaskene Ana ninka laifi kamar yadda ake ninka Lada a watan ramadan?

Babu shakka a cikin girma da Alfarman watan Ramadan, watane da ake nisantan muyagun laifuka manya da kanana, kuma ake rige-rige cikin ayyukan kwarai, watane da ake ‘yanta bayi daga wuta.

Amma laifi a cikin Ramadana yafi tsananin zunubi da girman ukuba fiye da laifi a cikin watan da ba shi ba, don zunubin sabo yana kara girma da muni idan aka aikata shi a wani wuri ko lokaci na musamman. Kamar yadda aikin kwarai yake kara lada da daraja a lokuta da gurare na musamman.

Milasali: mutumin da ya yi satan takalmi a masallaci da wanda ya yi a kasuwa dukk barayi ne. Amma a ganinka wane barawon ne satar sa tafi muni?
